The numbers do not add up

On one hand, it claims that state-owned companies do projects without considering profits:

這樣高投資低回報的項目私有資本不願做，誰來做？重慶國企！
造房不收利潤的建築企業是誰？是重慶國企！
一年無償讓利30億

On the other hand, it claims that state-owned companies give huge amount of tax and profits to the government:

重慶國企由以前的包袱變成2011年為政府民生工程貢獻1000億，占同期地方財政收入3000億元的三分之一，成為稅收、土地以外的政府第三財政。

而重慶國企除了繳納稅金，其利潤的30%要上繳財政

So the question is: are those projects done by state-own companies profitable or not?
