I disagree.

I believe that Wang just waited there for someone to pick him up. In general, US will not lie if it can be caught easily. If Wang asked for asylum and was rejected, US would not lie about it unless it knew that Wang would never be able to tell the truth, which seems not the case.

It seems reasonalbe that someone came from Beijing to pick up Wang. Bo got the information and decided to do something. Wang was afraid and decided to stay at a safe place.

Just my own guess.
