There is no private ownership of land in China, government owns all the land. So you will sell your house or apartment to someone or the developer just like now.

Your house and apartment will have a market value and the value may increase, but you will never own the land.

I guess that they will measure the value of the house and apartment when they collect the tax on your residence, the value of your residence will include the location of your residence.

It is the special characteristics of China. You can not and should not measure anything in China with what you see here.
