If Japan and China stay hostile to each other as they are now, there might be some kind of conflict between these two countries over the island, after Chinese navy grows stronger. But entering a war with another major country needs much bigger initiatives than this---neither Shanghai nor Tokyo can afford air strikes.

Engaging Japanese in an AU effort is not because we try to avoid a conflict with Japan, it's because we need an AU in order to rule the world.
