Reform needs to treat everyone equally in terms of basic benefit

People are so unhappy with the China retirement system that treats people differently. A basic old age benefit should be available for everyone when retired, so that seniors can have a basic fund for living regardless where they live in China cities or rural areas. Unfortunately, this is yet to set up, and should be funded by the government budget.
