These are two two major format types fo DVD disks. They have identical storage capacities. For instance,4.7GB for asingle sided/single layer DVD disk. For consumer, you need to know whether you DVD writer supports DVD+R or DVD-R or both. If you just bought a DVD writer, it usually supports both types.

Just remember that DVD+R and DVD-R can only be written once. While DVD-RW and DVD+RW disks can be written and erased, and rewritten many times.
