Tax question: Can I claim "Hope" education credit

My son is attending University of Toronto, a canadian university. According to IRS, eligible postsecondary institutions are accredited institutions that participate in financial aid program administered by Department of Education. I really want to know if a Canadian university can be eligible. If yes, I can get $1000 more refund in my tax return.
