Heater is not woking, but landloard refuse to fix. He also want

I rented a whole floor in Queens, New York. Since Dec. 10th, the heater on my floor stoped to work. I called the landloard on Dec. 11th. The landloard said he would send somebody. However, on Dec. 13th, the heater was still not working and I called again. The landloard said he sent somebody in the afternoon. However, until today, the heater is still not working. I called him again to tell him the heater is still not working. The landloard complain that it cost $200-300 each time he send somebody. I told him I am reporting the mechanical problem to him for his good. The heater may frozen to broken in the cold weather. He said that is his bussiness and the heater is not covered with my rental. I point out that this is not consist with our original agreement. He said the rental on third floor is $1700 (mine is $1500) and he will increase my rental next month and he will send me letter tomorrow.

This is a totally unresonable person and the only option for me is to sue him. I have no experience on how to sue a person. And I don't know what is the chance I have for my case. Could you please give some advice? I understand that evidence is very important. But what evidence shall collect?

Here are some details about my rental. I rented second floor of the building which starts from July 1st, 2008. The price is $1500.00. Because I knew the heating system was not good, when we talk about the price, the landloard agreed that I only need to pay $1400.00 during December, January and February. He agree to provide basic heating, and the rest is on my own. However, we don't have an offical contract. I have a receipt of the deposit, which is $1500.
