Where and how I can sue the HOA

Our HOA was adding a violance charge into my account and keeping on adding $10 delinquency fee on my account per month. I already submitted my proof letter to show their violate charge is not correct. But they ignored my proof and kept on adding $10 per month, right now they already added $50 on my account and when I tried to communicate with them, their attitude is really bad. And also they wrote me a letter recently, saying if I don't pay the total amount, they will send my bill to collection agent.
I would like to sue them for this attitude and actions. Anyone knew how I can do it and where I should fire a case?
