I don't think LZ's neighbor was being unreasonable

I would be upset too if someone tells me to tie my dogs in the back.

There are definitely ways to control the barking behavior, but by telling someone to tie their dogs...I don't think it'll do the work and many times, the owners may be offended.

If the situation continues, LZ can always use legal helps instead of taking the matter into his own hands, because it's a fine line between that's legal and what's not legal
