1. Delivery truck can not park at the guest parking more than X hours.

2. 動作慢了點? How slow? couple of days? I think the penalty is not for delivery truck. It is for you placing old furniture outside. Violating this will diminish the property value and make the whole place look bad. That is the ground for penalty. You are repeat offender and that is your 2nd strike.

However, there is a final hearing before the penalty is final. Be smart and nice, you might get lucky depend on who is in charge.
