1. This inspector is representing your insurance or other insurance?

2. I think you think too much into the question. It is a very standard question when accident in the parking area.

3. Your impact spot has a lot to do with the accident.

4. Even if you are correct, then you need people to witness her engine is on. You need witness to see her break light is off. etc......... it is mission impossible.

5. You can tell if the car's engine is on or off. First roll down window hear the noise. If the day time running light is on. If the car is vibrating. When you hit her, and you get out your car, if her car is still running etc...........
