Any consequences if the birth certificate was lost in mail?

The birth certificate was lost somehow when Department of State mailed it back after the passport had been issued. We are wondering whether there are any consequences and whether there is anything we can do. We called and wrote a letter to Department of State and was informed that they don't have it.
