Please help me

I was charged $1000.00 by my bank for a “line of credit”( witch they explained is a loan, . $1000.00 is annul fee). But I never apply for this loan. Once in the same bank, they issue me a credit card without my application too. What can I do? Please give me some advice, so when I go to my bank I know how to talk to them, and how to protect myself. Thanks a lot!
