I think the utility company does not physically go to your house to read meters every month. (Am I wrong?) There is mistake for your meter, so they change it. However, you only pay the difference between the two readings. There is no such thing as they charge extra 10KW electricity from you. (From the previous owner, may be. Definitely not from you.)
