2) My understanding: a) He hit your rear right side, so, you must start your car earlies if both of you full stop earlier; b) As he just started his car, but from from the big damage, so maybe he did not full stop or sth;
3) sometimes, policeman may not want to involve or they may not be very fair;
4) maybe you need go to see your doctor;

Anyway, find a good lawyer ASAP, so you know whta's right you have.
