A question for dividends for Short stocks

On my Etrade Year End Summary, Suppose I have

Short Dividends -200.00

This is due to I shorted some stocks and kept the short for a while and paid for the dividends.

Is this counted as investment loss? or can I deduct this $200 from my Regular Dividents on Box 1a ?
