First "Uncle Sam" means the US governement. When one say "Uncle Sam", people know he is talking about the govenment.

Second, I have not been able to contributed to ROTH IRA for last 7 years because of high AGI. Is it a loophole that starting 2010 all people can contribute to Roth IRA? No, absolutely not. I have been paying a lot of tax each year, why should I be treated fairly?
