Adivce will be greatly appreciated - car accident

My hu*****and had a bad accident in the freeway last week and it turns out to be his fault according to the police report. Thanks god he is ok and the other person was only slightly injured. But the nightmare is we only got liability policy (long story) and the car damaged by us is a brand new Porch. Our policy only covers $10,000 per accident and the estimate for fixing the Porch is $23,000. So my question is am I definitely personally liable to the rest of $13,000? Is there anyway I can get out of this hook? We bought a townhouse in the bay area and I heard that the creditor would go after you if you own real estate property. I know it doesn’t sound reasonable at all since this is our fault and it is stupid to just purchase the minimum liability insurance. But right now we just can not afford this and it is too hard for me to loose the house. Since we don’t have green card I can not work (H-4). All my hu*****and’s paycheck goes to the mortgage and property tax. What should I do? I am so worried and panic. Can somebody give me some useful advice? Thank you so much!
