I don't think it was a big deal. you will get a visa
1.Prepare the court letter or get a letter from Court / Police indicate the case was dismissed. Try to convince the VO the arrest was misunderstanding.
2. Misunderstanding about DS-157 form, not misrepresentation.
3.Also try to prepare some reference letters from his/her co-workers, classmates, whoever knew him/her.
