I am not hurry to pay tax, just worry what would happen if I buy items online and did not pay tax, and will get punished?

It says "and even when a site doesn't collect sales tax, consumers are technically responsible for remitting any unpaid sales tax on online purchases directly to their state."

So I felt confused, dose it mean the consumer must pay tax or not necesserily?
