The landlord shut down the water supply. Who could I do?

I found a lot of mould in my Bath tub in this June. I told the landlord he said he would reseal the tub when I were leaving. I said I was going to leave on July 4. But he didn't come and reseal it. On August 2, he came and help me clean the mold. Then I use the water to clean chemical he used to clean the mold for about 2 hours. He found out and shut down my water supply. I called policy and policy said he could not deal with it. Would you guys suggest something? Can I sue him on the mold issue and water shutdown issue? Can I refuse to pay him the current month rental? Sincerely appreciate your advice!!!
