Is the landlord legal?

Sorry I can't input Chinese here.
I moved out from an apartment on January. The lease will terminate at the end of this month. The landlord charged me this month's rent. He allowed a tenant to move in last week. Is the landlord legal? May I get reimbursment for one week's rent(about $200) ?
