That's not realy ticket, you can ignore it.

It has been coming my concerns as follows:
1) If your red light camera "ticket" does not have the address and phone number of the Superior Court on it, or if it says, "Do not contact the court," it's not really a ticket at all.

2) If it's not you in the photo, you don't have to identify the person driving.

Based on my experience and personal judgement, It's a Snitch Ticket,probably generated by the police. Here is online forum about this case,
