Need ur Help Again!!!

My landlord refused to pay back my deposit and the reason is that unit hasn't been rented out. I told him that I will take legal action and he said go ahead. How can I do next? I am in Ontario, Canada. Because I am new here, I don't know the policy of this clearly. Pls help me.....!
