Dependence only applies to people who are citizens or PR on tax purpose. Besides this, you have to meet four other conditions to claim a person as your dependence.
1) Relationship, which you have satisfied.
2) Support. You have to support 50% or more of the person's living.
3) Not married except over 65 years old.
4) Income of the person is less than 3000 dollars.
