Thanks for kind help from all of you. My local court accepted my case because the action of purchase occurs in my city and I will go to the court on Aug 31. They also sent the letter to the defendent to let them come to my city on the same day. I will let you know updated information. By the way, do anyone have any other suggestions for what I can do before Auguest 31 (e.g. collect evidence etc.) ?

several ways: two ways to give pressure to the agency, and, of course, the other way is to sue:
- send letter to MA's Attorney General's office, cc the letter to the agency. If AG gets over certain amounts of the complain on this agency, it will start an investigation. So, any complaint will put the number closer to the threshold. Business generally does pay attention to the complain to AG's office. Before you complain to the AG's office, talk to the agency first, tell them this is their last chance.
- send letter to Better Business Bureau. This is the industry's self regulation organization. Amazlingly, business pays attention to this organization's judgement. Some attorneys make a live by dealing with BBB cases. Again, give the agency last chance before you complain to the BBB, and let them know what you are going to do if they fail to resovle the dispute.
- of course, you probabaly can sue in small claims court. If the agency has enough business contact to the state you are in now, the local court should have the jurisdiction. If you bought the ticket via internet, i.e. you were in the current state when you bought the ticket, you chould definitely be able to sue in the local court. This is the best scenario, because the travel alone will cost agency more than the amount of the ticket, let alone hiring a legal consel. The threat of the law suit under this circumstance is very effective.
