even it is illegal to have 15 people living in 3 rooms, what can you do?

1. argue with your landlord? Then your landlord might not like you anymore and give you troubles and then you have to move out sooner or later.

2. report to the city government? your landlord will be in trouble and he might give you trouble later and then you will have to move out sooner or later

I think your best choice is to move to another place, otherwise your will be in pain.
