Could you please tell us what are their excuses for not paying?

If you believe your are justified, write to their VP, to FTC, to Attorney General's office of your state.

Lawsuit would be your last choice because you need to file it at the state where UPS is registered.

UPS is big corporation, $1000 is nothing to them. You just need to fight.
