have your friend (car owner) file A Declaration Of Non-Responsib

I am not a layer, but had same tickect recently.  Depends where you live, the car owner can file A Declaration Of Non-Responsibility. In some states, the car owner has no obligation to tell who was really driving the car.  For the state of Washington, please check the following link.
