請教：leasing office withdrew more money that the amount in the bil

Hi everyone,

I set up automatic payment for monthly rent and water bill. Just realized that last October, they withdrew $1000 more than the bill amount. This January,the property has new owners. I will talk to the new property manager about it. Worry about it very much. Can they legally withdraw more money than the bill amounts? They never noticed me. Since it is over 2 months, the bank cannot help. Any suggestions? Thanks a lot!
