Yes it is normal

especially when you did not have enough state tax withholding on your income statement. For example, I live in NYC and I always get refund from Federal returns, but always pay NY state tax and NY City tax, as much as $1500 last year. Not only that, I have to pay them up front because it is over $1000, otherwise there will be penalties.
