Ask the seller for a refund. Tell him you're going to leave a negative feedback.
Also, on the technical side, you can adjust the CPU speed by changing the BIOS settings. And you MUST remove the CPU cooling fan to see the part no. on the CPU to be sure about the allowed maximum CPU speed. DID YOU DO THAT?
