best way to sue FBI and USCIS

I filed my green card (I485) in 2001. The USCIS told me my case has been pending since FBI has not finished my name check. USCIS initialize the request of name check 20 month ago. FBI refuses to provide me the ETA.

My question:
1 is it a good idea to sue FBI?
2 Do I find lawyer locally or have to find one DC, since the FBI is in DC?
