I had a similar issue years ago and did the exact same thing 檸檬椰子汁 suggested.
A) the consummation protection agency will just record your complain and inform the company there is such complain. It is up to the company to decide how to response. Your complain will be available for public for two years. the agency will not mediate or investigate your case.
B)BBB will do the same as consummation protection agency
C) the small claim court will NOT take your case since the company does not owe you money. All you want is to ask the company to stop sending your bills which the small claim court will not handle, instead the company can sue you in small claim court to ask for the payment.
