Do you mean pre-law?
USNA law school still requires 4 years of undergraduate, what is his timeline? 4 year undergrad, 3 years law school and 4 years of military service? We are looking at 11 years after 18, so basically 30 years old when he gets out of the Navy?
Personally I think military is a great 4 years for young people. The experience looks good on resume for future employers. And if he get a law education for free, 4 years of military service is nothing since he won't be out on the front line firing rifles.
For all I know young military lawyers start with legal aids for service man/woman, such as personal wills, family law, discipline matters etc. Not fancy just basics.
