please help with a hard situation at work

I  work for a discussting Chinese boss. He is  very rude and unfair to me for a few months, made me feel very unhappy. Then he'll be super nice to me, ask me lunch out.  This  situation lasted for 2 years, I told him many many times I won't go out lunch with him alone.

He told me that he likes me, but he won't do anything if I don't agree.

I tried to get a new job without success. I called sex harassment hotline, was told that that's sex harassment and I can go to HR, but I may lose job because of that.

He just asked me for lunch again, I am very upset and unhappy about the situation.

Please help me if you know what I can do about it.
