Signing a ticket does not mean you are admitting guilt but a promise to appear in court. Whether the ticket must be signed depends on jurisdiction. California for example, the ticket must be signed or you are going to jail. California Vehicle Code 40302 says if the person cited refuses to sign, he or she shall be taken into custody without unnecessary delay. The code section uses the specific word "shall", meaning it is not in the cop's discretion. If you refuse to sign a traffic ticket in California, you will be taken in custody.

Please note I did not use the word "arrest." Whenever you are stopped by a cop for traffic violation, you are under arrest.
