Question about a car accident

I was involved in an car accident on an busy intersection,to avoid causing jam,both parties moved out of the intersection and parked off the drive way. At this stage, can we call the police to determine who bear the responsibility?

 

If we parked in the nearest parking lot,after exchanging driver license and insurance policy info, what is the next step to do?
