請教加州離婚應訴方30天內答複的問題

If you decide to file a response, you have 30 days from the date you were served with the Summons and Petition to respond.

A Response SHOULD be filed within 30 days of receiving the Summons and Petition, but CAN be filed anytime before Petitioner declares the Respondent's default.

這裏的should和can是什麽意思？是不是說，應訴方應該在30天內答複，但即使超過了30天，隻要在起訴方遞交default表格之前答複，也不算default？這裏的deadline實際考慮是30天和起訴方遞交default表格，兩個時間裏更晚的那個時間？
