your parents need to provide solid evidence that they have strong tie to Beijing so that they would not stay in the U.S. Something they may try next time:
1. instead of 2, only 1 of them apply for the visa so that the spouse is still in Beijing and let the VO know.
2. provide more documents such as ownership of apartment/house in Beijing, bank certificate of deposit in BJ bank, etc., to show tie and strong financial support from BJ.
3. roundtrip ticket, if possible.
4. letter to the VO telling your difficulty and needs your parent's care and it's very temporary.
they are more things you can do to improve the chance, and I don't think it actually had anything to do with the reason whether your parents said they were coming for just visit, or see their grandchildren, or taking care of the newborn.
