Not receiving the summons is NOT an excuse.

I believe in most of the states, if not all, your friend should be able to get his license unsuspended upon paying the ticket together with the interest and the penalty. It will have little effect, if any, if he decides to petition for natrualization. One thing he should never do though is to drive with a suspended license and get caught.
