I an actually thinking to sue Visa's witnesses perjury,

just don't know should I report to District Attorney for crime, or I sue them myself for civil. I think once they are proved perjury, my case can be logically reopen, right? But one thing I am not sure: my former manager is living in CA. Where should I sue him? in Virginia, or in California?
