according to the information you gave. You said 1. you notified your neighbor and they chose to ignore you. 2. you did not want to talk to a lawyer with the situation. 3. Others suggested you write to your township/hoa etc. you said 2&3 was too much hassle.

Then you asked, what else you could do. I said, then live with the situation. 

OK. You tell me, what will you do now? 

I think only thing you could make your neighbor respond would be a letter from an authority.
