How irs go after tax fraud for foreign income in China

Someone's salary is all from china and saved in China, he lives in US and doesn't file tax at all. If such a case is reported to USIRS, will IRS go after him? How? CHina bank and China company he works for has no obligation to privide his income information, right? If so, will IRS open a case to go after him?
