I lost $100-200 dollar buying face masks for a college kid

during covid year. A friend asked me to buy for his child or his close friend's kid at USA college. 

Paypal payment, never received goods. Googled and found website. Could not get any in store. I never use paypal any more. I did make payment so I can not claim it is fraud.
