If it is PUSHED from bank, it is available immediately.

PULLED requires some days to settle. The length of days depends on how old is your account and how much assets you have your account.

Schwab takes 7 days to let you use your money if it is Pulled.  Fido lets you to use your money to buy funds but not for withdrawal until it is settled.

The reason is that, ACH can be reversed by the other party. 

If you WIRE in your funds from the bank, it is available 100% immediately when the Fed Fund (the wire) hits the account.

Our Fido account is several decades old.  ACHs in or out are immediately in effect.
