請教高手： F1 to NIW

Graduating this Fall, I would like to submit NIW soon.
1.How can I deal with the questions like: You are F1 and will have up to 7 years with OPT and H1, why is GC important for you?
2. or should I wait a while for NIW application after I get my PhD? More chance with PhD?
