If she comes to the US on F1, she can still extend her status while waiting for her priority date to become current. Because filing 130 in itself doesn't not invalidate her non-immigrant F status. But she will probably have a very hard time trying to go back to China for a visit, because it is very unlikely that she will get another F visa to return to the US.

It is filing 485 that she may have to worry. But then, it is a long time before she can file 485.
