Help, H1-B visa application?

Sorry for my terrible English. Sorry I do not have Chinese on my Computer.

I got an accounting bachelor from China, and a computer science master candidate. I'm now working for a small company as an accountant. Can I apply H-1B using my accounting degree? Is there still H1B left for next year by now? What should I do to apply? How much should my company pay me to meet the wage requirement?
